Conclusion and Recommendation
There is clearly a demand from the VCF for community space which is demonstrated by the number of initiatives that have been implemented to determine this information. It is evident from the information above that there is very little office space available for rent in the borough regardless of whether or not it is affordable. Organisations that do hire out office space have said they have long waiting lists and could fill the space three times.
The Container City model outlined above sets out a method that can be implemented which will improve the VCF sector infrastructure and will enable them to flourish and deliver their services more efficiently.
Central Government recognises the VCF Sector plays a crucial role in delivering public services and building strong, cohesive and self-determining communities. It has committed resources via ChangeUp to strengthen the support and assistance available to voluntary and community organisations. In addition Newham’s scrutiny commission’s recommends that ways are identified in which any gaps can be filled to ensure that the community’s needs are met. Newham’s ChangeUP infrastructure plan identifies access to affordable space for offices and service delivery as one of the gaps in infrastructure support.
Recommendation
Given the acknowledgement there is at national and local level to identify ways in which the VCF can be assisted this report recommends a feasibility study that reviews the options set out above and develops a low cost, Container Office project that will provide affordable office space for Newham’s VCF.
